Due to rising concerns about the alleged failure of the District Administration in evicting the illegal encroachers of the land donated for Sille-Oyan Circle headquarter township area development, the Legong Banggo Students’ Union (LBSU) has called for a 12 hours bandh along Ruksin Check-gate, NH-415, and other areas under the 37th Pasighat West Assembly Constituency on October 23, 2020.

Earlier, the union had served an appeal to the Deputy Commissioner of Pasighat seeking timely action against the illegal encroachments. However, the union has now alleged that the administration has failed to take action against the encroachers despite assurances made by those in power.

All Legong Banggo Students Union (LBSU) General Secretary, David Siram said that the land donated for the Circle HQ and township development of Sille-Oyan circle totaling around 73.26 acres have been illegally encroached by some people.

In a two point memorandum to the DC on September 19 last, the organization had mentioned that they have been patiently waiting for the administrative process of acquiring the encroached lands to begin based on the notification issued by Secretary Land Management of 19th September 2019 vide No. LM-343/2016.

“In our earlier memorandum, we had appealed to the District Administration to take action against the government servants who have not vacated the encroached land to date and their names have been already submitted at the office of the CO Sille-Oyan”, said David Siram.

The LBSU's four-point demands are: to initiate eviction process against illegal encroacher falling in the Sille-Oyan Township map at the earliest, to initiate disciplinary/departmental action against all the government employees found encroaching in the Sille-Oyan Township area, revocation of allotment order issued in the earmarked area of Sille-Oyan Township map and to earmark all the school and hospitals of the area i.e. 37 West Pasighat A/C in order to prevent further encroachmenT.

Upon non-compliance with these demands, the LBSU has threatened to intensify its bandh with next phase bandhs of 24 hours, 48 hours to 72 hours if the DA fails to carry out the eviction process.

An area meeting of stakeholders has been called by ADC Ruksin tomorrow for initiating action on the encroachment case under the direction of DC Pasighat. But LBSU has confirmed that they are going ahead with the bandh anyway.
