Arunachal villagers allege a Rs 35 crore discrepancy in PMGSY road construction

Itanagar: Villagers on the left bank of the Siang River in Arunachal Pradesh's Siang district have alleged huge discrepancies in the construction of a PMGSY road (Komsing to Sissen village) estimated at Rs. 35,54, 34,150.

Tanyong Taloh, Secretary General of Nugong Banggo Kebang said that the union government, led by Prime Minister Narendra Modi had sanctioned huge funds of Rs. 35,57,34,150 for the construction of a road under the PMGSY scheme vide package no. AR/04/02/033, after the people of Nugong Banggo had repeatedly appealed to the Arunachal and central governments.

He also stated that the residents of Sissen protested the 2014 Arunachal Legislative Assembly elections under the slogan "No road, no vote."

“Being the most neglected area of the entire Adi belt, the people of Nugong Banggo have always aspired for a good road as some of the villages then were only contacted with foot tracks leaving the people in much hardship. But to our utter surprise, the funds sanctioned for our good road were all drawn by the contractor without properly constructing the road”, added Taloh.

Taloh told this scribe that the road is being built in a way that deviates from the DPR, and that the work is being done solely for the sake of the name, with funds for formation cutting, culverts, bridges, retaining walls and drainage being drawn by the contractors with no visible progress on the site.

“NBK had repeatedly informed the concerned executing agency and contractors of the situation but our appeal and resentment were heard,” Taloh added.

The road from Komsing to Sissen constructed by M/S Ragiaku Enterprises was built on the contractor's whims without following the DPR/standard specification of the PMGSY manuals, resulting in a very steep gradient stretching from Komsing village to Abung Korong/river, Pangi village to Lebung Korong/river, and Senbung to Sissen village.

There is no possibility of vehicles flying off the road without rectification or realignment because the roads were built in a haphazard way to avoid hard and rocky sections without adequate alignment, which is completely deviation to the project's original DPR.

According to the DPR, the road length should be 40.35 kilometres but the contractors only built 33.3 kilometres, falling short by 7.5 kilometres, informed the Nugong Banggo Kebang.

As per the complaint lodged by the NBK, a case was registered with SIC (Vig) vide No. SIC/VIG/PS/ENQ-12/2020 after which SIC had directed Dy. Commissioner, Siang District of Arunachal to form an enquiry committee based on which the then DC Siang, Rajeev Takuk had constituted a committee under the Chairmanship of ADC Boleng. But the committee is yet to visit and inspect the road.

NBK Secretary General, Tanyong Taloh informed that he had called on to ADC Boleng recently for an early visit of the committee to the road, but due to unfair weather, the concerned ADC has taken time.

The people of Nugong Banggo, on the other hand, have petitioned the Arunachal and central governments to direct the responsible executing agency and contractors to correct the road construction as soon as feasible.
