Opposition’s walks out indirectly helps Assam Assembly pass Cattle Bill without amendments

GUWAHATI: As soon as Assam Assembly passed The Assam Cattle Preservation Bill 2021 Friday, Opposition MLAs were seen walking out of the Assembly.

At around 5:30 pm, the Assembly passed the controversial bill that seeks to ban the slaughter of cows in Hindu inhabited areas and within a 5 kilometres radius of temples and other religious worship places of Hindus, Sikhs, Jains, etc.

The opposition MLAs mostly were seen walking out of the house after Speaker Biswajit Daimary rejected their appeal of sending the bill to the Selects Committee at CM Himanta Biswa Sarma’s request.

The opposition though brought about 75 amendments to the bill, barring a few, most of them could not be discussed as they walked out and refrained from voting.

Reminding the MLAs that they would not be able to discuss amendments to the bill if they walked out, Daimary said, “As per the norms of an Assembly proceeding, if you walk out of the house, your amendment proposals becomes invalid.”

However, the MLAs especially those from AIUDF and Congress chose to not attend the further proceedings.

Notably, the walking out of the MLA and further not taking part in voting helped the Assembly to pass the bill quicker than the expected timeframe.
