DIBRUGARH: The city of Dibrugarh in Assam is awaiting numerous makeovers as per the GIS based Draft Master Plan 2045.

The vision plan was prepared by former Chief Minister of Assam Sarbananda Sonowal a vision to glorify Dibrugarh city owing to its fast growing trend and great potentials of the city in future. The vision plan was formulated by the office of the Deputy Director, Town and Country Planning along with the former Chief Minister.

The city was considered as one of the 4 (four) cities of Assam, adopted under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) for Central Govt. funding under the scheme.

The formulation of the GIS based master plan of all the four AMRUT cities were taken up as a reform initiative under the sub-scheme of AMRUT mission.

The implementation of the work of formulation of GIS based Master plan was allotted to Nektor Engineers & Project Comeeting nsultants (NEPC), Ahmedabad by the Mission Director, AMRUT, Assam.

The ground vetting of base maps of the master plan prepared by national Remote Sensing Agency, Hyderabad was was completed by NEPC.

Primary and secondary data of the city were collected from various stakeholder departments which were later analyzed to evaluate issues, requirement and potentials of the city and prepared draft proposals based on those evaluations.

Salient features of the Master Plan are as follows :

Area covered : 391 sq.km.

Plan Period : Up to 2045.

Bounded by :

North: River Brahmaputra, Maijan Jan, Grenwood T.E.

South: River Burhi Dihing, Gamon Bridge

East: Lahowal, Dikom, Tamulbari T.E.

West: Modhupur village, Chawlkhuwa NC village & Jogoloni Grant gaon, Kutuha Nagaon, Baligaon

Area of the existing Master Plan : 71.83 sq. km.

Plan Period : Up to 2021

Proposed Dibrugarh Master Plan area consist of:

a. Dibrugarh Municipal Board = 15.5 sq. km.

b. Two outgrowths (Tekelachiring and Mohpuwalimora)

c Two Census town (AMC area and Niz Mankotta) = 8.53 sq.km.

d. 13 Semi urbanised villages of Dibrugarh East and West Revenue Circle = 23.42 sq.km.

e. 53 villages of Dibrugarh East Revenue Circle

f. 115 villages of Dibrugarh West Revenue Circle

g. 2 villages of Moran Revenue Circle

h. 1 Reserve Forest (Jokai) = 343.56 sq.km.

Total Area = 391 sq.km.

Note: Municipal area may be extended up to 47.45 sq.km. from existing 15.5 sq.km. covering the

area as shown above from (a) to (d).

• Building pedestrian friendly street network for better walkability

• Organized parking facility through integrated Multilevel parking cum vegetable market

• Strengthening local accessibility and avoiding through traffic, providing fly-overs- 5 Nos.

• Planned vending area-Jalan Tea Estate and Mohmari gaon

• Inter-State Bus Terminal (ISBT) for better state connectivity at NH-37 and Dibrugarh Byepass

• Proposing Logistic, Truck Terminal and Goods & Market Yard between Dibrugarh Byepass

and Trans Arunachal Road

• Visualizing Industrial Corridor and Ring Road (29 KM) and outer ring road (53 KM)

• Developing new Satellite Township to decentralizing population density 6 locations

• Providing affordable housing and community spaces in various locations in MP area

• Proposing new Education District and Administrative Block in outer peripheral area

• Tea and Golf Tourism. Total 14 tea gardens inside Master plan area will be preserved.

• Self sustainable urban-rural model at Hanhchora

• Hotel and Service industry, Science City at Khanikar Crossroad and Amusement park at Mohmari gaon.

• River Tourism and Bicycle City at Burhidining river

• Storm water drainage and sewage network concrete plan.
