Speaking on the 4th day of the budget session, the Chief Minister stressed making the youth of the state self-reliant.

Speaking further, Sarma said that if the government would have concentrated more on skill development than cow-smuggling, the state would have progressed even more. "The problem with our society is that we tag the rebels as heroes."

Speaking about the Assam Ratna Award Sarma said, "We will be giving these awards to the unsung heroes rather than the intellectuals. It will be different this time".

Further, the Chief Minister said that there should be more discussions on developmental projects rather than protests and revolutions.

"If we work on developmental projects rather than people burning tyres, then the work culture of the state will come back to its track in the next 5 years", said the Chief Minister.

"In the last 5 years we have made only those people heroes who have been giving us slogans. Instead of these people, if we discuss about inspirational people like the one who started the trend of a small tree growing in the state, then only the situation will change", he added.

Speaking further about Dhalpur (which saw mass evictions recently), Sarma said that it will be made into a model. "Guwahati will be fed with the organic farming done on Dhalpur. Who will do the cultivation, that is secondary. The primary concern is the cultivation itself so that the people of the city can relish organic food items. he added.

Assam CM on skill development

He urged the MLAs to work on transforming their respective constituencies as skill capital.

Focusing on the idea of '1 constituency 1 product', Sarma said the face of can be changed in the next 5 years with their efforts.

The Chief Minister further informed that he had directed Transport Minister Chandra Mohan Patowary to train 5000 drivers from all constituencies on an equitable basis.

"License has to be given in person to avoid any kind of corruption", said Sarma, adding that schemes are in the pipeline in this regard.

He further informed that as many as 100 youths will be trained as 'Raj mistris' (masons) from each constituency. The responsibility for this task will be given to the respective MLAs. Young women could be engaged as nurses, he said.

At least 5,000 youth can be made self-reliant with a span of 5 years if proper planning is carried out, he said.

"There are many youths from Assam in the hospitality sector across the country. We may be lagging behind in one sector but we have many in the hospitality sector", he said.

Talking about increasing production, the Chief Minister said, "We need 512 crore eggs, but we produce only 51 crore. The gap is huge. If each MLA in his/her constituency creates a dairy cooperative with the replaced breed and artificial insemination, our production will increase".

Massive plantation of commercial trees can be carried without any objection from the forest department, he stated.
