Autonomous State Demand Committee Condemns Assam Govt Move to Pay Salaries Online to KAAC Employees

Diphu, August 5, 2019:

The Autonomous State Demand Committee (ASDC) has demanded that the notification/decision to pay online salaries by the state government to all employees under the administrative control of the Karbi Anglong Autonomous Council be rolled back immediately.

The party has also demanded online salary payment should be made by the Karbi Anglong Autonomous Council (KAAC) as empowered under paragraph 7 of the Sixth Schedule to the constitution of India.

They further alleged the recent action of the government is a clear violation of clause-3, sub-clause 9 & 10 of the MOU signed between ASDC, KSA, DSU, NCHSF on one hand and the state and central government in 1995, which was later ratified by the Assam assembly and parliament as well.

The body has further alleged that the  clause-3, sub-clause-11 of the MOU of 1995 which provide for timely and adequate release of fund to the council by the state government was also never followed.

The recent action of the state government to pay online salaries to all employees under the administrative control of the Karbi Anglong Autonomous Council is therefore not only an act of taking away powers given to the council by the state government, the ASDC said.

If salaries are paid by the state government directly to the employees posted under the Karbi Anglong Autonomous Council then the authority of the council over the employees is no more and the employees will be come that of the state government, it was alleged.

The Autonomous State Demand Committee (ASDC) has demanded that Article 280 of the constitution of India be immediately amended so that fund can flow to the council directly without routing through the state government which will immediately provide relief to the people of Karbi Anglong and North Cachar Hills district.
