Manipur: JTSA demands resignation of all tribal MLA’s over ADC Bill,2021

IMPHAL: The Joint Tribe Student’s Association (JSTA), a conglomerate of students’ bodies consisting of All Inpui Students Union (AISU), Liangmai Naga Katimai Ruangdi (LNKR), Rongmei Naga Students Organization Manipur (RNSOM) and Zeme Students Organizations Manipur (ZSOM) demanded resignation of all tribal MLAs for not raising enough voice on HAC recommended Autonomous District Council Bill, 2021 (ADC Bill,2021).

Talking to the media on Thursday, JTSA Joint Secretary Jenthui Panmei said that the silence of the tribal MLAs during the recent Assembly session with regard to the ADC Bill is the reason for creating confusion among the people of the hill districts.

He reiterated that none but only the tribal MLAs possess the mandate of the hill people. However, they failed to raise their voice in support of the recommendations made on the ADC Bill during the last Assembly session against non-tabling of the much-debated Bill, it lamented.

Claiming that their silence on the issue is the cause of the present confusion amongst the people of the hill districts, he said that raising the voice and grievances of the tribal people JTSA is left with no options but to demand resignation of all the tribal MLAs from their membership of the Manipur Legislative Assembly on moral grounds in the larger interest of the tribal people.

He said that presently all the ADCs of the hill districts were dissolved against the wish of the tribal people but the conduct of recruitment in the ADC to various posts at this juncture is questionable in a democratic institution like ADC while the House is in dissolution. Strongly opposing the move, he appealed to the State Government to continue the recruitment only after the election and formation of the next ADC in all the hill districts. He asked the State Government to put on hold the recruitment with a notification in one-week time or else JTSA will be compelled to take up various forms of democratic agitation.

The JTSA Joint Secretary also urged the government to closely supervise and monitor the work quality and progress of all developmental works in Tamenglong and ensure that there is no lapse of funds as reported in connection with the Hill Area Development Program (HADP) works.

He said that the quality and progress of repairing work of Khongsang-Tamenglong road is being checked continually by JTSA in the absence of any government agency taking initiatives to do the same.

WHAT IS ADC BILL 2021?

The Autonomous District Council Bill, 2021 was drafted by the Hill Areas Committee (HAC), which seeks to repeal and replace the Manipur (Hill Areas) District Councils Act, 1971, in order to provide more autonomy to the HAC and the district councils.
