Mizoram BJP legislature party likely to boycott CADC session

The Bharatiya Janata Party (BJP) Legislature Party, Chakma Autonomous District Council (CADC) on Tuesday called for the Chairman, CADC H. Amaresh Chakma to reschedule the date of Monsoon Session of the District Council likely to be held on Wednesday.

Shanti Jiban Chakma, leader of the BJP Legislature Party, CADC expressed dissatisfaction over the summon of the Chairman for the session to begin on 9th September, 2020 which was intimated to the elected members of the BJP on 8th September, 2020 which is just a day before the commencement of the session.

The leader reiterated the notification of the hon’ble Chairman as gross violation of the Chakma Autonomous District Council (Constitution, Conduct ofBusiness, etc.) Rules, 2002 and quotes Rule 33(3) wherein a member shall be intimated 30(thirty) days before the commencement of the session and Rule 36(1) in case of emergency wherein members shall be notified 10(ten) days before the commencement of such session.

Further, Shanti Jiban Chakma informs that no list of business for the said session was circulated to any members of the BJP Legislature Party which impugned Rule 55(1) of the CADC (CCB, etc.) Rules, 2002 wherein provides the list of business for each day of the session shall be circulated to the members at least 2(two) days before the commencement. The Leader, in his written petition to the Chairman, CADC asked for rescheduling the date of the session in the month of November, 2020 at a date not later than 22nd November as the last sitting of the previous session ended on 22nd July, 2020  in cognizance to Rule 33(4) wherein 4(four) months shall not elapse between any two sessions of the District Council.

The leader reminded the hon’ble Chairman that after every general election the Governor summons the District Council and thereafter all subsequent sessions are prerogatives of the Chairman as provided in Rule 33(2) of the CADC(CCB,etc.) Rules, 2002 and hence, to summon or to postpone a session is at the discretion of the Chairman itself.

Shanti Jiban Chakma in this regards apprised the hon’ble Chairman to reschedule the date of the session  which was resolved in a meeting of the BJP Legislature party held earlier today the 8th September, 2020 so that the privileges of the members are protected and the actual purpose of summoning a session is served. Lastly, the leader also expressed to boycott the session in case of rebuttal of the petition citing the session as trivial wherein the members are liable to be ignored to place on table issues of great public concern.
