Mizoram: MNYF slams BJP for misleading, welcomes CADC retirement scheme

Welcoming the Innovative Voluntary Retirement Scheme introduced by MNF-led Chakma Autonomous District Council, the Chakma district MNYF on 22 June, Monday, stated that the scheme was introduced with a view to “improving the efficiency and strengthening the administration” in CADC and lambasted the CDBJP for deliberately spreading misgivings to mislead the people on the scheme in Mizoram.

On 24 October, 2019, the Executive Committee of CADC notified the Voluntary Retirement Scheme vide Memo No. A.12032/41/2017-2018 CADC (G) inviting employees who have not less than 3 years of service for reaching superannuation and are willing to opt for voluntary retirement from their services for which the executive committee of Chakma Autonomous District Council, Mizoram may consider for the appointment of an eligible family member not above the level of the retiree.

In a press release issued on 22 June, 2020, the MNYF welcomed the voluntary scheme introduced by the CADC and stated that it has been introduced with a view to improving the efficiency and strengthening the administration by streamlining the existing manpower in Mizoram.

Citing that there are many senior employees under CADC who do not have the requisite qualification and have not been able to discharge their duties with the required level of competence, efficiency and effectiveness due to over aging, health issues and inadaptability to changes in work methods which has left the offices almost paralyzed, the MNYF said that the VRS is a compassionate gesture by the present executive committee towards such employees, otherwise who could have been compulsorily retired on ground of ineffectiveness as per rules in Mizoram.

Further, the MNYF rejected the BJP’s allegation that the VRS system is a deliberate attempt to appoint the kith and kin of the Executive Committee of CADC as completely “bogus” and “misleading”. The youth wing buttressed the claim stating that the VRS scheme is open to any employee of CADC who fulfills the eligibility criteria under the provision and there is no involvement of favoritism in its implementation.

The party’s youth wing also lambasted the Chakma district BJP’s accusations that the present executive committee of CADC is making “fresh appointment of illegal jobs” as “a deliberate attempt to portray the honest, well-intended and above board scheme of the CADC government in poor light by spreading misgivings and falsehood.”

The CDMNYF further sought to dispel the misinterpretation of Governor’s notification vide Memo. No. A.11013/1/2000-DCA dated 16.8.2016 which had informed the autonomous district councils “not to make any recruitment for filling up of all categories of posts without prior approval of the Governor” by clarifying that the impugned notification had been already set aside and quashed by the Hon’ble Gauhati High Court, Aizawl Bench in WP(C) No.131 of 2018 on 23.1.2018 in Sh. V.Vanlalhruaia & 62 others Versus LADC R/6 CEM & 2 others.
