New Delhi, October 7, 2019:

The Asia-Pacific division of global money laundering watchdog, Financial Action Task Force (FATF), in a report released recently stated that Pakistan failed to fully implement a United Nations Security Council resolution against global terrorists and terror outfits.

The FATF report said that the country had failed to comply with the UN resolution against global terrorists like Hafiz Saaed and outfits like Jaish-e-Mohammed and Lashkar-e-Taiba.

Pakistan, reportedly, was largely compliant on nine out of the 40 recommendations of FATF, partially compliant on 26 and non-compliant on four recommendations.

The FATF report comes a week before the global agency decides whether to retain Pakistan in the ‘grey list’ of countries which have failed to control terror funds. FATF’s plenary meetings are scheduled from October 13 to 18 in Paris.

It may be mentioned here that Pakistan was in FATF’s ‘grey list’ in June 2018. The latest report, however, has put a question mark on the country’s fate.

According to reports, FATF stated that Pakistan should adequately identify, assess and understand its Money Laundering/Terror Financing risks, including transnational risks and risks associated with terrorist groups, that are operating in Pakistan such as Da'esh, Al-Qaeda, Jama'at-ud-Da'wah, Fatah-e-Insaniat, Lashkar-e-Taiba, Jaish-e-Mohammed and Haqqani Network.

It further added that the country should implement a comprehensive and coordinated risk-based approach to combating money laundering and Terror financing.
