Student Organizations Demand 'Special' TET Exam for Hill Districts

Student bodies of the three hill districts, Karbi Anglong, West Karbi Anglong and Dima Hasao have re-iterated their demand to the State government.

The student bodies have announced that Special TET for candidates from the three hill districts must be conducted by Karbi Anglong Autonomous Council (KAAC) for both Karbi Anglong and West Karbi Anglong and Dima Hasao Autonomous Council (DHAC) for Dima Hasao district respectively.

In a joint press conference convened at the office of the District Press Club of Karbi Anglong here on Monday, where the leaders of the two KSA groups i.e. KSA Karbi Student Association lead by Simeon Rongphar and Bijoy Bey, and leaders of Dimasa Students Union (DSU) from Halflong, Dima Hasao and Karbi Anglong and Garo Students Union have raised their voice together on conduct of Special TET by KAAC and DHAC.

Going by the order of the State government DSU, central committee, general secretary, Pramith Sengyung said. “The TET Empowerment Committee for Elementary TET, Elementary Education Department, Govt. of Assam has notified on August 30 last for online form submission for conduct of TET examinations in Assam.

But the KSA, DSU, GSU and other student bodies of the indigenous communities of Karbi Anglong and Dima Hasao have been demanding from the year 2012 that Special TET for local indigenous students has to be conducted separately by KAAC and DHAC respectively. Now also our demand is the same.”

The structure, criteria and content conduct of TET examination in Assam has to be rectified, Sengyung said.

On the minimum qualification as specified in TET guidelines, Sengyung said that As per TET guidelines has specified that minimum qualification for Primary and Upper Primary TET teachers is the candidate should possess B.Ed. and D El. Ed. (Diploma in Elementary Education).

But like in Dima Hasao where there is no B. Ed college and D. El. Ed. Centre has just started function five years from now, how can candidates have B.Ed. or D El. Ed. courses, he questioned?.

Sengyung also said that as per Sub-section 2 of Section 23 of RTE Act has provided that where a State does not have adequate teacher’s education institutions offering courses or training in teacher education or teachers possessing minimum qualification as laid down under sub-section (1) of section 23 are not available in sufficient numbers the Central government may, by notification, relax the minimum qualifications required for appointment as a teacher for such period, not exceeding five years, as may be specified in the notification.

By this provision if the Assam government desires can give relaxation on the minimum qualification required for appointment of teachers on a specified period. The candidates after being appointed and during a specified period can obtain the necessary qualification, he said.

Sengyung also said in paper –I for Class –I upto V in Primary TET examinations for language I has included Assamese, Bengali, Hindi, Bodo, Garo, Nepali, Karbi and Hmar. But Dimasa has not been included. In lieu of Dimasa, English should be made compulsory.

KSA, president, Simeon Rongphar said the whole process of National Council for Teachers Education for Karbi Anglong and Dima Hasao should be different from that of State government and totally included within KAAC and DHAC respectively.

“Primary education or Elementary education is an inherent subject of KAAC and DHAC. After the signing of MoU the higher education has become an entrusted subject for KAAC. Which means the respective Councils of Dima Hasao and Karbi Anglong can legislate law and acts on Primary and higher education. By this both the Councils of Karbi Anglong and Dima Hasao has the power of conducting TET examinations by their own,” Phangcho said.

The whole process including the notification should be stopped in Karbi Anglong and Dima Hasao, until the State government call for discussion, the KSA president demanded.

Both Councils are losing powers to the State government and no important discussion can be taken by them. The KAAC and DHAC should find out solution regarding Special TET for the local candidates of the hill districts, he said.
